The Indira Gandhi National Open University was established by an Act of Parliament in 1985. Today, it serves the educational aspirations of about 1.5 million students in India and 35 countries abroad through 11 Schools of Studies and an elaborate network of 58 regional centres, 7 sub- regional centres, 1400 study centres, and 41 overseas centres. The University is making all efforts to take higher education to the doorsteps of the hitherto unreached. Apart from teaching and research, extension and training form the mainstay of its academic activities. It also acts as a national resource centre; and more importantly, functions as an apex body to promote and maintain standards of distance education. Based on its contribution in Distance Education the Commonwealth of Learning has recognised it as one of its ‘Centres of Excellence’. It also has the unique privilege of hosting the Secretariats of SAARC Consortium of Open Distance Learning (SACODIL) approved by Heads of Govts. of SAARC Nations and Global Mega Universities Network (GMUNET) initially promoted by UNESCO.

In order to fulfill the vision of democratising higher education and providing access to all segments of people, the University:
  • Imparts education and knowledge through various flexible means suited to the open and distance education mode, including information and communication technologies
  • Provides higher education and training to large sections of population, particularly the disadvantaged segments of the society
  • Promotes national integration and the integrated development of human personality
  • Encourages, co-ordinates and assists open universities and distance learning systems to improve standards in such systems
The University offers 130 academic programmes that are need-based, innovative and vocation-oriented with a focus on socio-economic development and serving the disadvantaged. The programmes are at the awareness, certificate, diploma, degree(Bachelors, Masters & Doctoral) levels and offered through multiple instructional package with the convergence of different methodologies and technologies.

Vision :

Indira Gandhi National Open University, the National Resource Centre for Open and Distance Learning with international recognition and presence, shall provide seamless access to sustainable and learner-centric quality education, skill up gradation and training to all by using innovative technologies and methodologies and ensuring convergence of existing systems for massive human resource required for promoting integrated national development and global understanding.

Mission :

To advance frontiers of knowledge and promote its dissemination through sustainable open and distance learning systems seamlessly accessible to all, including hitherto unreached, from among whom the leaders and innovators of tomorrow will emerge, the University shall:
  • Strengthen the development of national resource centre as a proactive role model for high quality and learner-centric open and distance learning system.
  • Share professional capabilities and resources to improve standards of distance education in the country.
  • Assess and accredit institutions of open and distance learning periodically to promote centres of excellence in the country.
  • Develop networks using emerging technologies and methods with global reach for effective programme delivery.
  • Provide an intelligent flexible system of education to meet the challenges of access and equity and work towards development of knowledge society.
  • Forge convergence of all systems and work for seamless education across national boundaries to develop global collaboration and partnership.
  • Take education to the hitherto unreached and promote community participation for local development through life-coping skills.
  • Provide specific need-based education and training opportunities for continuous professional development and skill up gradation to in-service professionals.
  • Strive towards continuous development of methods and strategies for R&D for knowledge generation in frontier areas, including open and distance learning.
  • Promote integration of open and formal systems to facilitate learner mobility through credit transfer and credit exemption arrangements with partner institutions.

Regional Centre Profile

IGNOU Regional Centre for coordinating University Operations in Karnataka and Goa was established in 1987 at Bangalore. It was formally inaugurated by the then Education Minister, Government of Karnataka, Shri Jeevraj Alva on 1st February, 1989. Till September 1996 it was housed in the annexe of the Directorate of Collegiate Education (Govt. of Karnataka) premises just adjacent to Vidhana Soudha. It moved to the spacious building in September, 1996 at No.293, 39th Cross, 8th Block, Jayanagar, Bangalore - 560 070.

The Regional Centre has Four major functions :
  1. Promoting and developing Open Learning System in general and IGNOU in particular.
  2. Offering IGNOU Programmes through a network of centres.
  3. Providing and developing an efficient and effective student support network in the region.
  4. Providing an effective liaison between the government, institutions and learning public of the region on the one hand and the IGNOU on the other.
In carrying out the above functions, the regional centre is assisted by a network of Study Centres, programme centres and work centres established in various reputed institutes located in different parts of Karnataka and Goa (Map - 1). IGNOU equip these centres with study material, library books, audio, video facilities, minimum infrastructural facilities (not in the case of recognised/ sponsored study centre and teleconferencing facilities (in some centres). The support services offered by the Part-time academic and administrative staff are providing information to students about the University and its programmes, Distribution of Study Material (for certain programmes), inducting students into the Open University, conducting lab sessions, assignment evaluation and feedback to students, providing facilities for audio, video sessions, conducting term end exam and entrance exam, providing teleconferencing facilities (only at some centres), providing library facilities, etc.
